West Bengal, being closer to the Bay of Bengal, is one of the first states to be hit by the monsoons. The monsoon winds carrying moisture from the Bay of Bengal hit the landmass of West Bengal and cause rainfall.
On the other hand, Uttar Pradesh is located more towards the interior part of the country. Therefore, it takes some time for the monsoons to reach there. The winds have to cross over various geographical features like the plateau region and various river valleys before they reach Uttar Pradesh. Hence, West Bengal receives rainfall from the summer monsoons much before Uttar Pradesh.
