The technology of biogas production was mainly developed in India due to the efforts of the Khadi and Village Industries Commission (KVIC). The KVIC is a statutory body formed by the Government of India, under the Khadi and Village Industries Commission Act of 1956. It is an agency of the Ministry of Micro, Small and Medium Enterprises, with regard to khadi and village industries within India, which seeks to - "plan, promote, facilitate, organise and assist in the establishment and development of khadi and village industries in the rural areas in coordination with other agencies engaged in rural development wherever necessary."

In the context of biogas, the KVIC developed a design for a biogas plant that has been named after it as the KVIC model. This model and the Deenbandhu model are the two most commonly used biogas plant designs in India. The KVIC has also been instrumental in promoting the use of biogas in rural areas for cooking and lighting purposes.
