The Federal Networking Council (FNC) defines the term "Internet" as a global information system that is logically linked together by a globally unique address space based on the Internet Protocol (IP), or its subsequent extensions/follow-ons. It is able to support communications using the Transmission Control Protocol/Internet Protocol (TCP/IP) suite, or its subsequent extensions/follow-ons, and/or other IP-compatible protocols. It provides, uses or makes accessible, either publicly or privately, high level services layered on the communications and related infrastructure.

Two important concepts behind this definition are:

1. Globally Unique Address Space: This concept refers to the unique IP address that every device connected to the internet must have. This address is used to identify and locate these devices on the network. The globally unique address space ensures that each device can be uniquely identified, preventing confusion or miscommunication.
